UPDATE: COUNCIL DISMANTLING PUBLIC INPUT, TRANSPARENCY

From the following article: Fort Collins City Council hears from 100 people, backs off public comment changes for now

Fort Collins City Council backed off of making changes to public comment procedures during a special meeting Monday night, but council members approved giving themselves the authority to move meetings to remote settings when they feel it's warranted.

And they plan to revisit public comment changes in the future.

But for now, there are no changes to public comment at regular meetings, and there appears to be zero support for limiting public comments to topics that are on the meeting agenda.
