Does the LDC Achieve its Stated Goals?
IN MANY CASES, NO.
Housing Strategic Plan: everyone has a healthy, stable housing they can afford, but didn’t increase the historic goal of 10%/20%. There are no requirements. Most of the incentives are for allowing a development give away, with no requirements for affordable vs. luxury units. Additional incentives (the frosting only) is for “affordable” housing.
Climate Future goals including renewable and zero waste – no requirements for renewables or zero waste: clear on specification for solar compatibility, but no actual incentives to include. Code protects that long term ability to install solar but provides no incentives for solar. The land development code does not address zero waste.
Innovations in land development and renewal – nothing innovative, only increased density and supply, with the trite assumption that building more means more affordable.
Facilitating and ensuring the provision of adequate public facilities and services, including water, wastewater, storm drainage. The potential to double the occupancy in established neighborhoods requiring upgrades to the water and wastewater infrastructure capacity. Increased impervious surface if higher density dwellings will negatively impact storm drainage by intensifying flows due to lack of ground penetration, no mention was made.
Encourage the development of vacant properties. There is nothing in the code that explicitly encourages the development of vacant properties.
