Does the LDC allow homes to be scraped (demolished) and redeveloped into multiplexes in residential districts?

YES.

Scraping (tear-down/demolition) is not precluded, and the LDCs density numbers assume that single-family homes will be replaced with multiplexes (duplexes, triplexes, etc.)

Notably, triplexes are now considered MINOR amendments, rather than major amendments. Minor amendments DO NOT require a neighborhood hearing. Minor amendments simply require approval by the Director, who is a City staff member, not an elected official or council-appointed Planning and Zoning Commission member. So the approval process for duplexes and triplexes has been streamlined.
